How to Qualify for the Lifeline Program in California (2025 Update)
The Lifeline Program continues to help eligible California residents stay connected with free or discounted wireless service. If you missed out on the Affordable Connectivity Program (ACP), Lifeline is still here — and it’s easier than ever to apply.
Who Qualifies for Lifeline?
You may qualify for Lifeline if you participate in one or more of these public assistance programs:
- CalFresh (SNAP)
- Medi-Cal
- SSI (Supplemental Security Income)
- Federal Public Housing Assistance (Section 8)
- Veterans Pension or Survivors Benefit
Households may also qualify based on income. If your annual income is at or below 135% of the Federal Poverty Guidelines, you can apply even without other benefits.
Documents You’ll Need
To verify eligibility, bring one of the following to your enrollment appointment:
- Your current EBT or Medi-Cal card
- Proof of SSI or Veterans benefits
- Proof of income (recent pay stub or tax return)
- Valid photo ID and address verification
